OpenAI CEO Sam Altman And Others Testify Before Congress

Witnesses
Sam Altman - CEO, OpenAI
Christina Montgomery- Vice President and Chief Privacy & Trust Officer, IBM
Gary Marcus - Professor Emeritus, NYU

This hearing is part of a series with more planned sessions involving industry leaders, academics, and public participation. Watch full 2+ hour video from C-SPAN to get the most out of the hearing. The C-SPAN video provides transcripts and direct links to different sections of the hearings. Very short summary below.

Sam Altman, CEO of OpenAI, proposed that the US government require licenses for developing powerful AI systems during a Senate committee hearing. Concerns were raised about the rapid advancement of AI technology, including systems like ChatGPT. Altman presented ChatGPT and discussed the need for transparency and accountability, suggesting the disclosure of training information and independent testing labs. He also highlighted the public's ability to adapt to AI-generated content. Gary Marcus called for a Cabinet-level organization to oversee AI due to data misuse risks. The discussion reflects ongoing deliberations on AI regulations and the balance between innovation and safeguards.

A few interesting items:

  1. OpenAI CEO Sam Altman has zero equity in OpenAI.

  2. Sam Altman “If this technology goes wrong, it can go quite wrong.”

  3. Gary Marcus “We have built machines that are like bulls in a china shop: powerful, reckless, and difficult to control.”

  4. Christina Montgomery / IBM doesn’t believe an agency is needed to regulate AI but a license for technology makers is one option.
